SNOW ALERT CITY ORDINANCE

During snow alerts the City of Parkston will be treated as three separate zones, hereinafter defined:

Zone 1 (Commonly referred to as emergency snow route)

                                    First Street between Glynn Drive and SD Highway 44;

                                    Fourth Street between Main Street and Fir Street;

                                    Fir Street between Fourth Street and Bismark; 

                                    Main Street between SD Highway 37 and Chapman Drive; 

                                    Ben street between Glynn Drive and SD Highway 44.                      

Zone 2 (Commonly referred to as business district)

                                    Main Street between Third Street and the Railroad Tracks;

                                    Second Street between Ash Street and Elm Street;

                                    First Street between Ash Street and Elm Street; and

                                    Depot Street between Ash Street and Elm Street.

Zone 3 All roads within the limits of the City of Parkston excluding Zone 1 & Zone 2.

No persons shall stop, stand or park any vehicle on any street, highway or public grounds of the City, when a snow emergency exists.  Snow emergencies shall be deemed to exist in Zone 1 and 2 as city officials and staff sees it necessary to remove the snow.  Snow emergency shall be deemed to exist in Zone 3 when two inches (2”) or more of snow falls in a twenty-four hour period.  The emergency in all zones shall continue and remain in effect for a period of seventy-two hours unless such snow removal work shall be completed within less than seventy-two hours, in which case the emergency shall be deemed to be at an end and these parking restrictions are then over for this particular emergency.

No person shall remove snow from private property and place the same upon the streets, public ways or sidewalks, except it shall be lawful for a person to remove snow which shall naturally fall upon the sidewalks only and place the same upon the streets and ways of the city in zone two (2).

Once a snow alert has been issued, all vehicles must be removed from streets as to not hinder the snow removal process.  All vehicles left on the streets during this period are subject to ticketing and/or towing.

It is the responsibility of the property owner to keep all sidealks free and clear of snow and ice.  When it is frozen to the sidewalk, the owner or occupant shall sprinkle or spread soem suitable material to prevent the walk from becoming slippery and dangerous to travel.

It is the responsiblity of the property owner to remove snow from fire hydrants in case of an emergency.  A suitable distance is 3 feet diameter around hydrants.
